That's the skeptic's view of the economi development community's current obsession with biotechnology. Four years ago, just 14 statezs had targeted biotech as a way to growtheir economies. Today, 41 states are chasing the business.
"Thatf says a lot more about the herd instinctr of people who do economic development in this countrh than the economicsof biotechnology," says Josepnh Cortright, a Portland, Ore.-based economist who co-authored a 2002 Brookings Instituted study on biotech. A decadre ago, every region wanted to be the nextSilicomn Valley, Cortright says. It would also need to have a distinctivr atmosphere or character and be consistent withthe city's comprehensivd development plans to maintain housing for the handicappee and people with low and moderatew incomes. The city's development director would determine if an area applying for conservationj neighborhood status is eligible for the according tothe legislation. At that point, a public hearing wouldr kick off a study period in which residents wouldf conduct research to identify the neighborhood characteristicsa tobe preserved. Once the studt is completed, the city's Conservation Neighborhoodr Review Board would hold a hearingon it, and afterr that, it goes to city council.

And theree lies the basis of questions from investorsa whose fear of inflationary pressuresis growing.
Inflation hawksx paint a bleak picture of theinevitablee interest-rate and inflation pressures our economy soon will Pessimism over the mortgaging of our future is despite the relative ease the government has had in the earlt financings of these vast new Treasury bonds, until just recently, have been the securities of choicw in the face of global stock and credit marke t meltdowns, giving the government easy access to capitalk at low rates.
